Why nicotine pouch prices differ by country
The same nicotine pouch product does not cost the same in every country, and the reasons are mostly structural: national excise duty, national rules on whether pouches may be sold or shipped at all, how far the store sits from the buyer, and how many stores compete for the order.

What the tracked markets cost right now
These are average listed can prices at the last weekly price refresh. Listed price is what a can costs before shipping, and it is the price the store showed when SnusRadar last read it, not a guaranteed price.

Two things stand out. The continental markets sit within three cents of each other on average, because they are largely served by the same cross-border stores drawing on the same catalogue. The United States sits clearly above them and is served by a separate set of stores.
Excise duty: the biggest structural gap
Excise duty on nicotine pouches is set nationally, so one country can put real money of tax on a can while its neighbour puts none. These are the rates that are confirmed and published as of 6 August 2026.

A market missing from this table is one where our research did not confirm a published rate specific to nicotine pouches. That is not the same as confirming no tax applies, and it should not be read that way.
Sweden is not one of the eight markets SnusRadar compares, but it is the single most common shipping origin among tracked stores, so its rates sit upstream of a lot of the prices on the site.
A weight-based excise has a quirk worth knowing: it falls on grams of product, not on pouches. Two cans holding the same number of pouches can carry different duty because one uses larger, heavier pouches.
Whether a store may sell to you at all
Tax is only half the story. In two of the markets SnusRadar tracks, national law limits the sale or the shipping of pouches outright, which shapes the store list far more than a few cents of duty.
Germany: commercial sale is unlawful
Commercial sale of nicotine pouches in Germany is unlawful. Nicotine is an unauthorised novel food ingredient under Regulation (EU) 2015/2283, so placing pouches on the market is unlawful under the LFGB. That reading has been upheld by the OVG München and the OVG Lüneburg, and Hamburg and Bavaria have issued sales prohibitions. Personal possession and use by adults are not prohibited. Germany is not a grey area in which selling is fine.
Italy: distance selling is banned from 1 January 2026
Distance selling of nicotine pouches, including cross-border distance selling, is banned in Italy from 1 January 2026 under the Legge di Bilancio 2026. The same law caps nicotine at 16.6 mg per pouch, mandates child-resistant closures and requires a specific Italian-language warning.
Portugal
Pouches are legal in Portugal and are sold through licensed tobacco retail outlets.
Store listings on SnusRadar reflect the markets each store states it serves. They are not a legal opinion on whether a particular order is permitted, and the buyer's own national rules apply regardless of where the store sits.
United Kingdom imports: the 135 GBP rule
For consignments valued at or below 135 GBP, the overseas seller charges and accounts for UK VAT at the point of sale. Above that threshold, normal import VAT applies at the border. Business-to-business sales to a buyer with a valid UK VAT number are handled by reverse charge, and where an online marketplace facilitates the sale, the marketplace is liable. The rule itself is unchanged and is set out by HMRC guidance on overseas goods sold to UK customers.
What is changing is customs duty, not VAT. The Budget of 26 November 2025 confirmed removal of the 135 GBP customs duty relief, the government response was published on 13 July 2026, and implementation is by statutory instrument expected in 2028 to 2029. No single commencement date has been fixed.
Shipping distance: where the store ships from
Of the 21 retailers SnusRadar tracks, five ship from Sweden, three from the Czech Republic, two from Denmark, one from Poland, one from Spain, two from the United Kingdom and seven from the United States. The further a buyer sits from those origins, the more postage the store has to charge and the higher its free-shipping threshold tends to sit.
This is why SnusRadar ranks stores on the delivered order total rather than on the listed price. A store can undercut everyone on the shelf price and still lose the ranking to a closer warehouse once shipping is added. SnusRadar publishes verified shipping figures only for PouchSpot and Snuzone; every other store's shipping cost is an estimate and is treated as one. How many stores compete, and how wide the gap is
The number of stores serving a market sets the floor on price. So does the number of products that more than one store actually stocks, because a product carried by a single store has no competition at all.

The United States row is the one to read carefully. Nine stores serve the market, but only ten products are carried by three or more of them, and on those products the gap between cheapest and dearest is the widest of any market SnusRadar tracks. A high store count does not mean the stores compete on the same products.
Currency
SnusRadar displays every price in EUR. United States and United Kingdom stores charge in their local currency at checkout, so the euro figure shown for those stores is a converted reference, not a native shelf price. Conversions use the ECB reference rate of 23 July 2026 (1 EUR = 1.1392 USD = 0.85318 GBP). When those currencies move, the euro figure moves with them even though the store changed nothing.

What this means when you compare
- Compare delivered totals rather than listed prices. Shipping is where a cross-border price advantage quietly disappears.
- Check your own country's position first. In Germany commercial sale is unlawful, and Italy has banned distance selling including from abroad.
- Recheck periodically. Excise steps, currency moves and stores entering or leaving reshuffle the order regularly.

Frequently asked questions
Is it legal to order pouches from another country?
That depends entirely on your own country's rules, and they differ. As of 6 August 2026, commercial sale in Germany is unlawful on novel food grounds although personal possession and use by adults are not prohibited, and Italy has banned distance selling of pouches including cross-border sales from 1 January 2026. Check the current position where you live before ordering, because it changes.
Why does the excise rate matter more than VAT?
Because excise on pouches is set country by country and the confirmed rates differ sharply, from no pouch excise at all in Germany to a per-kilogram duty in Poland, Portugal, the Czech Republic and Sweden. A national excise step can move a price in one market while leaving every other market untouched.
Will these rules settle down?
Several parts are openly unsettled as of 6 August 2026: Italy's excise treatment of oral pouches, Portugal's treatment of pouches above 12 mg nicotine, Germany's future classification under food law versus tobacco law including the TPD3 process, and the United Kingdom's low-value import implementation date. Treat any specific timeline you read elsewhere as speculative.

On average listed can price at the last refresh, the United Kingdom sits lowest at 4.50 EUR, the continental markets sit between 4.52 and 4.55 EUR, and the United States sits highest at 5.05 EUR. Those averages are close enough that the delivered total for your particular order, not the market average, decides what you actually pay.
